The following criteria must be met before a young adult can transition into YESS:

  1. Youth are not in need of intensive case management/clinical services.
  2. Youth are not in need of extensive supervision.
  3. Youth must agree to self-sufficiency contract.
  4. Youth must agree to live in shared living arrangements unless otherwise determined by DCYF.
  5. Youth must agree to be employed and or attend an educational program on the equivalent of a full time basis (with possibility of exceptions made on a case by case basis by RICORP).
  6. When employed, youth must contribute to the cost of services on a sliding scale basis which will shift to a higher contribution on the part of the youth over time as established in the youth’s self sufficiency contact.
  7. This Program is not limited to youth currently residing in an ILP.

As this program is highly proactive and requires the young adult to be a “working partner” in the process, the following applicants will not be considered:

a. Individuals currently determined as high risk sex offenders or fire setters.
b. Clients with functional developmental disabilities.
c. Clients in need of more intensive services, including clinical supervision.
d. Youth under the age of 18 or young adults who have attained their 21st birthday.

A client will complete the program when they have either turned 21 years of age or have achieved a high level of self-sufficiency, and are deemed to be able to live independently (without YESS-type supports).

A young adult will be dismissed if he or she is not attending a school, working, or engaging in volunteer work (unless “officially” exempted). YESS-model programs will also discharge young adults if they are using or selling drugs, or taking part in any other illegal activity.
